A regular or average person can purchase a helicopter especially if you have the money to spend on the more elaborate civilian customized models available. The prospective buyer would need to fulfil all requirements to own & operate one depending on what country they are owning & operating one.
The country’s approving authority/agency may require specific ownership/registration documentation, necessary insurance, & coverage, & ensure the owner is committed to the safety & upkeep maintenance of their aircraft before buying a helicopter. There is a mandated maintenance schedule which you have to follow and its not cheap like fuel and parking.
The minimum cost for buying a used helicopter in India is more than 5 crores, so a brand new one will cost very high.
