Yes, you can get free education in Europe if you are applying for a scholarship which will waive some amount of fees, or half fees depending on the universities. Or you can go for a Master's in Germany where you have zero study fees. Either you go for the IELTS exam or the German language at least A1 level. Some EU countries like Germany will not charge people from outside the EU more of their contribution to the cost of studies than their residents have to pay. But that is only at the majority of State-funded universities.
